One thousand four hundred travelers were trapped on a commuter train for seven hours. Environment Canada climatologist David Phillips was quoted as saying it was “the most intense, wettest moment in Toronto’s history.” Mayor Ford said the city would have to invest heavily in infrastructure to repair the damage and prepare for future floods stemming from climate change. As everywhere else, spending that anticipates and prepares for the changes is well spent, if it saves on disaster relief, disruptions and repairs. Pay now or pay later.
