With no US national policy on carbon dioxide emissions, some states have taken the matter into their own hands and are working together to develop clean and sustainable energy policies. Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont have joined to form the Regional Greenhouse Gas Initiative (RGGI or Reggie) with a market based system to cap carbon pollution and reduce global warming. The ten states set limits on carbon, but sell permits at auction that allow large fossil fuel power plants to emit a limited amount of carbon dioxide. The profits are reinvested in clean, sustainable energy and weatherization programs. Reggie has already lowered energy bills and created jobs.
